Dueling S.F. ballot measures will pit unions against business leaders

The stage is set for a high-stakes and expensive political duel in San Francisco this November, as rival ballot measures backed by opposing power centers will ask voters to decide the future of the city's business tax system. The competing initiatives pit organized labor against the city's established business leadership in a fight that could reshape municipal finances.

On one side, a coalition of labor unions and progressive supervisors is advocating for a measure that would increase taxes on the city's largest corporations, particularly those in the executive management and financial sectors. Proponents argue this is a necessary step to fund crucial city services, including public transit, street repairs, and affordable housing, by ensuring the biggest companies pay their fair share.

Opposing them, a measure backed by major business groups and Mayor London Breed seeks to reform and simplify the existing tax structure. Both campaigns are expected to spend millions to persuade voters, framing the debate as a choice between funding essential services and fostering a competitive economic environment.
