Portland Considers Tax Shift to Ease Burden on Small Businesses

City officials in Portland are weighing a major change to the local tax structure that would raise taxes on the largest companies while cutting them for smaller operations. The proposal, currently under review, could affect roughly 18,000 small businesses that would see relief, while about 410 large firms would pay more.

Supporters say the plan addresses a growing imbalance. Small businesses have long complained that flat tax rates hit them harder than large corporations, which can absorb higher costs more easily. By shifting more of the burden onto bigger companies, the city hopes to keep smaller operations afloat and encourage local entrepreneurship.

Critics argue the change could backfire. Large employers might pass costs to customers, cut jobs, or relocate operations outside city limits. Business groups warn that targeting a small number of companies for higher taxes creates uncertainty and could discourage future investment.

The debate comes as Portland faces budget pressures and a need to fund public services. Council members have not yet scheduled a final vote, and public hearings are expected in the coming weeks. Residents and business owners on both sides are preparing to make their case before any decision is made.
