Standard risk analysis usually misses how deeply government decisions can hit a company's actual worth. When looking at cross-border operations between Canada and the United States, the old checklist approach - tariffs, exchange rates, regulatory differences - only scratches the surface. The real question is whether the business model itself can absorb policy shocks or if it breaks apart under them.
Take a manufacturer with plants on both sides of the border. A conventional risk report might flag a potential tariff hike as a moderate concern. But if that company runs a just-in-time supply chain that depends on daily truck crossings, a border closure or a customs delay becomes an existential threat, not just a cost line. The same policy move can be a nuisance for one firm and a death sentence for another, depending entirely on how they make money.
The same logic applies to services. A software company selling to Canadian banks faces different policy risks than a data center operator that stores health records. One might worry about data localization rules, the other about procurement policies. Neither shows up in a generic trade risk matrix.
So the starting point for any Canada-US risk assessment should be a clear map of revenue streams, cost structures, and the specific regulatory touchpoints that touch each one. Only then can you ask the useful question: which policy changes would change the math of this business model, and by how much? Without that step, you are just guessing.
