More than $1B in tariff refunds are in limbo. Here's why.

More than one billion dollars in tariff refunds are sitting in limbo, with no clear timeline for when businesses might see that money returned. The U.S. Customs and Border Protection has processed over $106 billion in refunds so far, but a growing backlog of disputed claims has left thousands of companies waiting months for their cash.

The issue stems from a series of retroactive tariff changes that took effect earlier this year. When the government raised duties on certain imported goods, then later carved out exemptions for specific products, many firms paid the higher rate upfront. They filed for refunds under the new rules, but customs officials say many claims lack proper documentation or were submitted under the wrong tariff codes.

Small businesses are feeling the squeeze the most. Unlike large corporations with dedicated trade compliance teams, smaller importers often rely on outside brokers who are overwhelmed by the volume of changes. One owner of a hardware supply company in Ohio said he has $340,000 tied up in pending refunds, money he had planned to use for restocking before the holiday season.

Adding to the frustration, many firms are now facing higher costs on new shipments because suppliers have raised prices to account for their own tariff uncertainty. A recent survey of small manufacturers found that nearly two-thirds plan to increase their own prices in the next quarter, citing both the delayed refunds and the unpredictability of future tariff policy.

Customs officials say they are hiring more staff to process the backlog, but they warn that complex cases could take several more months to resolve. For now, businesses are left to juggle cash flow gaps while hoping the refunds eventually arrive.
