Older Adults Wait as Addiction Treatment Bill Stalls

Older Adults Wait as Addiction Treatment Bill Stalls

Many older adults have been shut out of residential addiction treatment for the entire history of the sector, and a bill meant to change that is now facing a difficult path forward.

The legislation would open residential treatment programs to adults who rely on Medicare, a group that has long been excluded from this type of care. Under current rules, Medicare does not cover stays in residential addiction facilities, leaving seniors to pay out of pocket or go without treatment altogether. Advocates say the gap has grown more urgent as substance use among older Americans rises.

Supporters argue the bill would close a glaring hole in the safety net. They point out that older adults often face unique medical and social challenges during recovery, including chronic health conditions, isolation and stigma, yet have fewer options than younger patients. Families describe scrambling to find beds and cobbling together funds while a parent or grandparent waits.

The climb is uphill. Lawmakers must weigh the cost of expanding benefits against competing budget priorities, and the bill has yet to gain the momentum needed to move through committee. Industry groups are divided over payment rates and licensing requirements, while some fiscal watchdogs question how the expansion would be funded.

For now, seniors and their families continue to wait, hoping that a measure years in the making does not stall out before reaching a vote.
