The tariff math turns negative as refunds outpace revenue

New data shows the Trump administration's tariff approach is now costing the government more money than it brings in, according to a recent report. In May 2026, the Treasury paid out roughly 21.97 billion dollars in tariff refunds while collecting about 21.93 billion in new tariff revenue. That means the net intake was slightly negative for the first time.

The situation worsened in June. Refunds jumped to 49.18 billion dollars, while new tariff collections only reached 23.63 billion. The result was a net loss of over 25 billion dollars in customs revenue for that single month. These numbers point to a policy that is not just failing to generate expected income but is actively draining federal resources.

The refunds likely stem from legal challenges, administrative errors, or exemptions granted after importers paid duties upfront. Many companies have been fighting the tariffs in court or seeking retroactive relief, and the government has been forced to return money it had already counted on. The gap between what is collected and what is returned creates serious budget uncertainty.

Economists note that the original goal of tariffs was to raise revenue and pressure trading partners. Instead, the policy has produced a chaotic system where importers pay, then file claims, and the Treasury writes checks back to them. The negative net revenue means the tariff program is now a subsidy for certain industries rather than a source of income.

The administration has not released a clear plan to fix the imbalance. Meanwhile, businesses face unpredictable costs, and the federal budget shows a growing hole where tariff income was supposed to be. Without changes, the refunds could keep climbing, making the policy even harder to defend on fiscal grounds.
