The New York State Office of Cannabis Management (OCM) has executed enforcement actions against two unlicensed cannabis retailers in Rochester, resulting in the seizure of more than $1.3 million worth of illicit cannabis products. The operations, conducted in coordination with local law enforcement, targeted businesses that were operating without the required state licenses, violating New York’s strict cannabis regulations.
According to officials, the raids uncovered a significant quantity of unregulated cannabis goods, including edibles, vape cartridges, and flower products, many of which lacked proper testing and labeling required for legal sale. The seized items were valued at over $1.3 million, marking one of the larger confiscations in the region since the state’s adult-use cannabis market launched. OCM representatives emphasized that such illegal operations undermine the legal market, pose public health risks, and evade taxes that fund community programs.
The crackdown is part of a broader statewide effort to enforce compliance as New York continues to expand its legal cannabis industry. OCM has warned that unlicensed shops face escalating penalties, including fines, property seizures, and potential criminal charges. The two Rochester locations have been ordered to cease all operations immediately, and investigations are ongoing to identify additional illicit sellers in the area. Officials urged consumers to only purchase cannabis from licensed dispensaries to ensure product safety and support the regulated market.
