A recent analysis of business behavior reveals that how a company approaches formal planning and government contracting opportunities depends heavily on its ownership structure. Firms with written business plans and experience responding to Requests for Proposals are significantly more likely to report revenue growth. Yet the data also shows a troubling gap: many small business owners still operate without a formal plan and remain unaware of how to pursue public sector contracts.
The findings indicate that businesses owned by women, minorities, or veterans often face steeper barriers when entering the RFP process. These owners are less likely to have dedicated proposal teams or prior experience with complex procurement documents. In contrast, firms with multiple partners or outside investors tend to have structured planning cycles and dedicated resources for chasing bids.
Despite the clear link between planning and growth, a large share of owners admit they have no written strategy at all. Many cite lack of time, uncertainty about the process, or simply not knowing where to start. For those who do pursue RFPs, the payoff can be substantial. Government contracts often provide stable, long-term revenue that private clients cannot match.
The takeaway is straightforward: ownership type influences both the willingness to plan and the ability to win bids. But the broader lesson is that without intentional effort to close the awareness and resource gap, many small businesses will continue to miss out on growth opportunities that formal planning and procurement experience can unlock.
